Multiple Agencies Led on Vehicle Pursuit Thursday

STEUBEN COUNTY, IN - Multiple police agencies were led on a vehicle pursuit Thursday after authorities were called about a dispute between a man and woman.

According to the Steuben County Sheriff's Department Deputies were called to the 7500 block of North County Road 650 West in rural Millgrove Township for a report of a male and female who appeared to be arguing in a pickup truck with a broken out back window. Before any responding units could arrive in the area, the vehicle left and was not able to be located.

A short time later, a vehicle matching the description was located in the area of the Pokagon Interchange on I-69. A traffic stop was initiated to further investigate the original complaint, but the truck failed to stop. A vehicle chase ensued southbound on I-69 to US 20, then continued westbound on US 20 before the vehicle stopped near County Road 600 West.

Initially, the driver was observed to be a female, later identified as 32 year old Kerri Ann Rugg of Angola (IN). Upon further investigation, it was learned during the chase the male and female occupant switched places. The driver observed at the end of the chase was later identified as 32 year old Clayton William Rugg of Angola (IN).

Both Clayton and Kerri Rugg were taken into custody without incident and booked into the Steuben County Jail where they were charged with one count of resisting law enforcement with a vehicle, a level 6 felony. Clayton Rugg also had outstanding arrest warrants out of Steuben and Allen Counties.

The incident remains under investigation and additional charges may be sought. Assisting the Steuben County Sheriff's Office were Angola Police, Fremont Police, Orland Police, and the Indiana State Police.
