ANGOLA, IN - A bicycle rider was taken to an area hospital after being hit by a car just after 1:30 p.m. Tuesday afternoon.

Steuben County Sheriff's deputies responded to the area of State Road 127 near County Road 300 North in rural Pleasant Township on a report of a vehicle accident involving a bicyclist.

The initial crash investigation determined that 18 year old Emma Leggett of Orland, IN was traveling northbound on State Road 127 in a black 2015 Nissan Rogue. Leggett indicated that she failed to see the flashing red lights at the pedestrian crossing or the bicyclist crossing State Road 127 due to a combination of the rain and poorly functioning windshield wipers.

Once Leggett recognized that there was a bicyclist in her path, she attempted to stop but was unable to avoid striking 16 year old Savannah Bailey of Angola, IN. Bailey was knocked from her bicycle to the ground. Bailey complained of neck pain and was transported to Cameron Hospital by Steuben County EMS for treatment.

It was raining and the roadway surface was wet at the time of the crash. Leggett was wearing a seatbelt and was uninjured. The flashing red pedestrian crossing light was operational at the time of the crash.

Alcohol is not believed to be a factor and Leggett was cited for disobeying a flashing red signal.

Assisting the Sheriff's Office at the scene were the Angola Fire Department and Steuben County EMS.
