Bill to Increase Penalties for Animal Abuse Advances to Senate

(FORT WAYNE) - Indiana lawmakers are considering legislation that would increase criminal penalties for animal abuse.

House Bill 1165 would elevate certain animal abuse offenses from a misdemeanor to a Level 6 felony, and in some cases a Level 5 felony.

The bill also provides clearer definitions for terms such as neglect, restraint and abandonment.

Amy-Jo Sites, director of Fort Wayne Animal Care & Control, testified in support of the measure at the Statehouse. She said stronger penalties could serve as a deterrent and lead to fewer abuse cases.

"We understand that there's going to be some plea deals or reduced sentences," Sites said. "But honestly, what we're looking for is justice for that animal right then and there."

The bill has passed the Indiana House and now heads to the Senate for consideration.
