Casino Bill Heads to Governor's Desk -- Local Voters Would Decide

(INDIANAPOLIS) - A plan to bring a major new casino to northeast Indiana now awaits Gov. Mike Braun's decision after clearing both chambers of the Legislature.

House Bill 1038 would allow a resort-style casino to be built in Steuben, DeKalb or Allen County, but only if voters in the selected county approve the project in a public referendum set for November 2026.

The proposal calls for at least a $500 million private investment and a competitive national bidding process overseen by the Indiana Gaming Commission. Developers would also face extensive regulatory review before any project could move forward.

Supporters say the development could deliver jobs, tourism and new tax revenue to the region. Opponents warn a casino could bring increased addiction, bankruptcies and other social costs.

The bill passed the House 56-37 and the Senate 34-16. If signed into law, county election boards must place a ballot question asking residents whether inland casino gambling should be permitted in their community.
