(COLUMBUS, OH) - Ohio Rep. Josh Williams (R-Sylvania) has introduced three bills that would give tax credits to employers who offer bonuses or benefits related to childbirth, marriage, or fertility treatments. House Bills 340, 341, and 342 -- part of Williams' "Family First Agenda" -- would allow participating employers to claim up to $50,000 each year in state income tax credits. Qualifying incentives include $1,000 bonuses for childbirth or adoption, marriage bonuses of at least $1,000, and health insurance coverage for assisted reproduction services. Williams said the proposals are aimed at addressing Ohio's declining population, which he believes poses long-term risks to the state's workforce. He told the House Ways and Means Committee that boosting family-focused incentives could reduce dependence on public assistance and support stable, two-parent households. Lawmakers from both parties raised concerns about the cost. State estimates show each bill could carry an annual price tag between $33 million and $86 million, depending on how many employers participate. Williams said he is open to adjustments, such as merging the bills or limiting total credits. Williams said he hopes to secure bipartisan backing for at least a portion of the proposal.
