(ANGOLA) - The Steuben County Economic Development Corporation is offering new clarification on its recently released casino feasibility study, stressing that the document is informational only and does not represent a proposal, endorsement or decision by local government leaders.

SCEDC says the study was commissioned with the Steuben County Tourism Bureau and local officials to provide independent, data-driven analysis on whether regional conditions could support a future casino project.

According to the corporation, the report is a market feasibility study, meaning it focuses on factors such as regional population trends, visitation patterns, competing gaming markets, projected revenue, possible job creation and tax estimates.

SCEDC emphasized that the report is not a full fiscal or community impact study, which would be needed later to measure public costs, infrastructure demands, housing pressure and long-term community outcomes.

The agency also addressed public questions that have emerged since the study's release.

Officials say the report's figures for employment, payroll and tax generation are modeled estimates, not guaranteed outcomes, and that assumptions about visitors from surrounding states are based on standard industry methodology.

SCEDC also says the study specifically identifies workforce availability, housing supply and infrastructure capacity as major considerations that would require additional planning if the process ever moved forward.

The organization says the study was not funded by any casino operator, developer or lobbyist, and that the consultant was chosen through a formal procurement process.

SCEDC calls the study an early fact-finding step, not a final determination, and says any future movement would require deeper fiscal analysis, infrastructure planning and continued public input.
