Potential Casino Zoning Questions Surface In Fremont

(FREMONT) - Potential casino zoning questions surfaced in Fremont Tuesday as town officials discussed how local rules could apply if Steuben County voters approve a casino referendum this fall.

During Tuesday's Fremont Town Council and planning meeting, Realtor and developer Mark Hansbarger presented a possible casino and resort concept involving property near Walters Lake and the Interstate 69-Indiana Toll Road corridor.

Hansbarger described a destination-style project built around entertainment, lodging, convention space and recreation rather than a traditional standalone casino. He said the location discussed sits about two miles from the Interstate 69 and Toll Road interchange and pointed to highway access and traffic volume as advantages.

The discussion centered on whether Fremont could address zoning issues before November and what steps would be required if a future casino proposal moves forward. Officials questioned whether an overlay district could create long-term zoning complications and suggested any changes would likely require the town's existing rezoning process, including public hearings.

Council members also discussed traffic, possible impacts on downtown Fremont and questions involving nearby lake properties.

Hansbarger said no casino operator is currently involved and said conversations remain in the early stages.

The discussion in Fremont comes as the Steuben County Plan Commission moves toward creating a committee to study broader casino-related issues. The proposed group would include representatives from outlying communities and interests including agriculture and lake communities.
